That'll Be The Dahae
Another Phoenix Model Developments ancient figure - the Dahae horse archer. He's very similar in costume and pose to the Minifigs PB version. The horse is the standard Higgins design, more or less the ECW horse with the pistol holsters removed.
A unit of these has served in my armies for quite a long time, though the bows are no longer all there on some. The horses are fine, but the riders don't really match the rest of the army - very small and slim, almost elfin.

Elfin is a very apt description, Rob. They kind of put me in mind of the pixie-like Rowan Atkinson in the first series of Blackadder.
